Listed below are the links to the more than 125 Collective Bargaining Agreements between Rhode Island's 39 cities and towns and their employees. We have not included contracts covering School Department employees. It should be noted that both current and expired contracts and contracts extended by a memorandum of agreement have been included. If a contract has expired for a particular group of employees, an "Exp." and an expiration date is shown. If there is no contract for a particular group of employees, an "NA" is shown.
As the table below indicates there are approximately 141 municipal contracts. The survey did not include School Department contracts negotiated by School District personnel covering teachers and other non-certified employees. More than half (21) of Rhode Island's cities and towns must negotiate at least 4 or more collective bargaining agreements.
The survey also did not include firefighters who belong to Fire Departments governed by Fire Districts. At least 10 such Fire Departments operate under Collective Bargaining Agreements.
Contracts covering Uniformed Police Personnel constituted the largest number of employee contracts with 38 of Rhode Island's 39 cities and towns operating with Police Contracts. The Town of Exeter does not have a Police Department.
The second largest group of contracts, totaling 36, were those covering town and city hall employees. Many of these contracts also included other groups of municipal workers such as highway and public works employees.
The next group of employee contracts, totaling 19, were those covering Firefighters in cities and towns with municipally-financed Fire Departments. As mentioned above, the survey did not include Firefighter contracts for those Firefighters who are part of a Fire District.
In 14 other communities, collective bargaining agreements existed covering Public Works and Highway Department employees. Other employee groups that were covered separately in some cities and towns included a) Dispatchers, b) Professional, Technical and Middle Management personnel, c) EMTs and Rescue personnel, and d) Public Library employees.
Column 1 lists those contracts which basically cover town and city hall employees. It should be noted that in many communities other groups of employees, not necessarily located in town and city halls, are covered by these contracts.
Examples of this would be highway department employees, civilian employees of police departments, recreation employees, animal control officers, library employees and water department employees. The group of employees covered under "general employees" varies from community to community.
Column 2 lists police contracts. (Exeter does not have a police department)
Column 3 lists fire contracts. Contracts for firefighters in fire districts are not included.
Column 4 lists contracts for public works employees; if they are not covered by a collective bargaining agreement listed in Column 1.
Column 5 lists contracts for dispatchers, if they are not covered by a collective bargaining agreement listed in Column 1.
Column 6 lists miscellaneous groups of employees in some of the cities and towns.
